I find it a fairly odd question, as the UK has so much of a mixture to it in the first place.
Who counts? Germans, Scandinavians, Celts, the French, the Italians?
How do you intend to police this and the culture as a whole? It's all a bit... foreign.

Let's just assume everything is as it is now.Well what infrastructure will be in place, will they be in the areas with most capacity, will they be skilled or not, young or old, rich or poor?
