It's only 2 loan spots from teams in the Premier League, which obviously Southampton aren't in. I think you can still have 5 in a match day squad.

EDIT: Apologies, it's 2 loans from English clubs, so you're right, he would take up 1 of the 2 we could have from domestic clubs. We could still have others from abroad.
