absolutely. He first said we’re in negotiations on a fee and now he’s acknowledging that the fee is pretty much agreed.
this does not mean that the Saudi threat is averted. Indeed the tweet even says the player still needs to decide.

If all this Bulka chat is true, that there are two offers on the table, if he chooses us, a newly promoted side over Saudi money that's a huge win for European football and might signal a turn, nothing lasts forever just ask the Chinese Super League.

That’s really not how football works.
He is grossly underpaid and has an offer from Saudi.
