Is the description UK-based or a UK national? If the former, Tosun is surely in the frame.

About to sign for Besiktas i believe. Reading between the lines it looks like we want Wright and a highly rated prem loan who is yet to play for his parent club (Delap would make sense but can't see it)

Liam Delap has made an appearance for Manchester City in the premier league. Baz said the target hadn’t.

Tosun does seem a bit like a no brainer if we could persuade him.

He probably can't cut it in the PL but when he steps down a level as he has done in Turkey, he scores for fun.

On a free and not too old, it would be a major coup
never had a proper run of games bar his first season where he got 5 in 14

.
It is important to have them bedded in before the season starts, but then we don't have this clamour in January when we're aching for signings, suddenly gelling doesn't seem so important and players more often than not have to just get on with it and do.

Genuinely, people just like new players. The idea of a player who's never played for us potentially being amazing or scoring 30 goals a season brings big appeal and curiosity, which is why transfer deadline day is a thing. If transfer deadline day only contained outgoing players every time nobody would give a ****.

We don't tend to make up to ten signings in January, however I would think if we were, we would also want them in the door earlier in January rather than later.
