Maybe we didn't want to match Ipswich's salary, because they regard him as a first teamer starter, whereas we want him 'for the future', or perhaps we have other targets in mind who we would prefer to spend more on.

Or it could be a million other reasons. Maybe he just loves the Suffolk coastline. And Ed Sheeran.

You don’t tend to bid and have an offer accepted if you want someone else more. Because if the player accepted you’d pull out of the deal and ruffle a lot of feathers. So that point doesn’t seem like it is right

It is perfectly reasonable to at least raise an eyebrow at being beaten to signings by Ipswich because it can easily be interpreted as meaning we aren’t going to win any competition for a player where another premier league club is interested unless we offer a disproportionate salary or guarantee game time that others won’t. Not the most ideal of positions

Of course this might not actually mean this. But it doesn’t take too many steps to get to that position and I’m not sure it even takes a particularly negative mindset to at least have that thought
 
Worth pointing out that being back for a week, he hasn't been persuaded to stay. That should make negotiations easier. Hopefully we can speed this up and get this done by thr end of thr week.

That last bit is so true. Clubs are getting smart accountants to ensure there’s no issue.
Well it's all risk-reward isn't it? Forest got deducted 4 points last year. If you can spend in the way they did and recruit players that "earn" you more than 4 points then it's probably worth it.
