If there are 1000 radio listeners on matchday (made up figure for illustration) then City get £0 if the game is broadcast on RH (I'm not aware there is payment for local radio broadcast rights, might be wrong) and £200 if 50 listeners pay £4 to iFollow and 950 listeners do something else and lose interest in football. Therefore iFollow wins.

I think local radio do pay for commentaries, though probably not a significant amount (at least at City).
