Try restarting your router to resync it, sometimes you'll get a nicer speed, especially during off-peak times. Also I don't think you answered me about whether we're talking about torrents being slow, or direct downloads.

down speed used to be 800kbs
down speed currenlty 23kbs
and its been like that for a couple weeks
You're probably getting throttled by the ISP, since everything else works fine. I had a similar calamitous drop in speed with O2 last year, meant that I had to resort to filestube and the like to download my shows. It might be worth checking your utorrent settings to make sure that things haven't somehow messed up in there though, if you need help this is very thorough.
Come to think of it, didn't Spain just pass a SOPA-esque anti-piracy(and internet in general) law?, after America kindly forced them to. That could be the trigger.
