Think about the motivations of these people.

Saints are saying they have other targets, because they want Bologna to feel that if they don't conclude the deal soon they'll miss out on the cash.

Ramirez and his agent want the transfer to go ahead, so they are saying it's finished and that saints have other targets, to put pressure on Bologna to conclude the deal.

I think it's quite unlikely these comments should be taken at face value.

Peach says he thinks the most likely scenario is that Saints and Ramirez's agent are playing this to force Bologna's hand.

I'd be 90% sure the deals off. For him to come out and say that he is going to remain in Italy suggests the deal won't go through now.
