You may well be right GG, but there are 2 things that intrigue me.
1) The level of investment that is likely to be needed to get us there. By forming a partnership Company separately, which has been touted on here, they may want to attract further investors into this Company to spread the level of outlay needed.
2) If they had someone like FPP already on board, they could have a willing buyer of their shares for when they do finally get us up into the Premier. So they share the risk/financial burden with FPP, then walk away with a tidy profit when we are promoted to the Premier.

Just a thought.
