PGMOL say the goal should have been disallowed - which is fair enough - but it doesn’t really address the issue.It’s because the law has a subjective element. Which is the problem when enforcing many laws.
There was no question that it was handball.
Had Mbeumo scored, it would have been disallowed, but because another player (Cunha) did, the issue was whether the handball was accidental or not.
From one angle, it looked as though he’d used his arm to control the ball. From the opposite angle, it looked as though he was pulling his arm away from the ball.
It’s entirely subjective whether you interpret that as accidental or not. Only the ref’s opinion counted.
If you don’t want Utd to score, you’ll scream blue murder; if you want Utd to score, you’ve got an argument to support your case.

The law gives the power to the ref to make a subjective decision in these particular circumstances as to whether the handball was accidental or not. If it was accidental, the goal should stand.
But how can they then undermine the ref by criticising the subjective judgement they allowed him to make?
He was not bound to follow the equally subjective referral made by VAR. He could have decided the issue the other way and been criticised for that. Who’d be a ref?
If you make laws which allow for subjectivity, you won’t get consistency.
Why not just make a law which says that any handball in the build up means the goal is disallowed?
