Prior to the rebuild, they didn't.

The exception in modern times was the 1991 NLD SF.
The supporters for both clubs would be travelling together
on trains, to go to a geo neutral venue.

The policing concerns made Wembley the better option.
The money the FA would make from a full house game
no doubt helped a little bit too.
 
I think that the obvious solution is to play it at a ground that's roughly halfway between the teams.
