It certainly was - the US joint Army & Navy Basic War Plan Red, drawn up to estimate the requirements for a hypothetical war with the United Kingdom, was just one of fifteen colour-coded plans drawn up for possible 'action' around the world. It wasn't actually declassified until 1974 - a trusting and friendly bunch those Yanks...

Andorra? It appears to have had the same defined borders since it was formed in 1278.
Although Andorra has not been completely independent since then BB. It has been under Spanish rule many times since then, during which time it was a 'Lordship'. The country I am thinking of has had a stable border/borders for nearly as long as Andorra, but has been a sovereign state the whole time.

The zipline clue suggests Portugal - but didn't the Spanish invade/rule there for a while?
