Today we have two chumps of the day. the joint winners of this prestigious award being Ian Duncan Smith for his astoundingly"fascinating" and "informative" article in the Mail on Sunday about Civil Servants goingt to the office as bombs were raining down on London in the 1940s while many were still working from home.
