The legal age of consent in the UK is 16. She isn't 16 and is therefore not in a position to consent.
Like I said have a look at the Sexual Offences Act 2003 and find a section of the act which says the legal age of consent is 16. There isn't one. It is not illegal for a man or woman to have consensual sex with a 15 year old as long as they have a reasonable belief that they are over 16. That means that a 15 year old can legally consent to have sex. It is illegal for a man or woman to have non-consensual sex with a 15 year old even if the believe the person is over 16.

So based on your own link it is an offence for someone over 18 to sexually touch someone who's under 16?

If she is 13-15, the boy could go to prison for two years. If she is under 13 he could be sentenced to life imprisonment. A girl age 16 or over who has sex with a boy under 16 can be prosecuted for indecent assault. The law isn't there to make life difficult, it's there to protect us. Everyone is ready for sex at different ages but the law has to generalise. This is to protect those who are most vulnerable, from exploitation.
It says if the older person reasonably believes the younger person to be over 16, even when they aren't, there is no offence.
