Since when? This is from Chelsea's site regarding tickets for the game at Stoke " TICKETS FOR THE GAME AGAINST STOKE WILL BE SOLD AS FOLLOWS: We have received an allocation of 4690 tickets." Does the Britannia Stadium now hold 46,900 or did Chelsea get 15% of the 28,000 capacity (slightly more in fact)? 10% would have seen Middlesbrough getting 7,500 tickets. However they got 10,500 just over 15% of the 75,000 capacity. Man Utd are not renowned for giving away clubs more tickets than they have to. The only reason clubs get less is because of police issues, Chelsea at Leeds a few years back, Villa v Birmingham etc.
There's nothing to stop clubs giving a bigger allocation if they want, the rules only state a minimum allocation and that's 10%.
Just a coincidence Man Utd, who normally don't want to give more tickets than they have to away fans, gave 15% as did Stoke? There was a big row a few years back,when following the row about policing at Elland Road, Chelsea had their allocation cut from the 15% they were entitled to, 6,000, down to 4,000. Have you forgotten the row at Newcastle when they didn't offer us the allocation we were entitled to, condescendingly inferring we wouldn't sell them, and the after additional tickets were snapped up had to give us more to give us our allocation of 15% which meant Vity fans were in 3 parts of the ground?
Having a look around there seem weird and wonderful ticket allocations for this cup. Probably due to police interference and clubs offering lower initial allocations when they think they can fill seats with home fans. Liverpool have offered some clubs only 2,800 tickets initially. Which makes it all the stranger as to why Man Utd would give ?Boro 10,500 when they could have gotbawaybwith less and filled the seats with their own fans.

People who struggle to stand can, and do, request front seat tickets, I've seen people who wanted to sit reject the offers of lower seats ''this is my seat blah blahh''
