If they were going to accept the 35m bid, then they wouldn't need him to hand in a transfer request; if they were going to reject it and he wanted to move then he'd have to hand in a request.
With Enrique there is no panic buying, we've got a young LB who looks like he could do the job next season anyway if we wanted him too so we aren't pressured into buying a LB; it is a preference but not a necessity.
