I think it depends on our aims for this season as to whether we're desperate. If the plan is to push for the playoffs and try and get promoted this season, I'd say we're desperate. If the club/board don't mind not going up this season, I think we'll be fine.

It’s a tough one this. People are right saying we won’t overpay, which is fair enough in ordinary circumstances but Stewart picked up the injury during the window and it’s in our hands on whether we replace him. If it happened 2 weeks later then we’d have to suck it up. If we get dragged into a relegation battle will people still stand firm that we shouldn’t have overpaid for the sake of 6 months to ensure we finish the season strongly?
I have no idea how much Everton would accept for Simms, but to take him on loan again with an option to buy would be a good deal I reckon. We could also do with an experienced 'war-horse' striker to tutor the bairns.
Without looking, I think we have 18 games left and a fairly healthy squad. Not bringing in a player now would take a few months to rectify ... ... bringing in the wrong player could take 2/3 years to rectify. Not to mention the disruption it can cause such as Rodwell who absolutely stunk the place out, denigrated some of the young players and set a terrible example. The club is doing it right imo.
