Out in the wild east some of the old steel factories were bought by the Americans in the great privatisation rush of the 1990s. After realising they were inefficient and couldn't be made to pay they were sold off again, this time the only buyers were the Chinese either in a plan to dominate the steel market or get a foothold into east European countries. They reaped all the subs and benefits by claiming they would close them if not given more aid money.
