I'm not sure you and Castro know how Twitter works? (which you're probably thankful about!) She posted her statement first, before anyone was arrested, and the Chief Constable's tweet was in reply to her when the arrests had been made
Not taking away from the crime or the victims but if it happened on Nov 30th and "we are still supporting the victims" was twitted on 11th of Dec. How much support do they need?
From what I can gather Twitter is where indignant people go, there are daily reports of Twitter going into meltdown, to vent their annoyance at the really important things in life like the results in Strictly Come Dancing, I'm A Celebrity..., The X Factor and the like not going their way. Or what some Royal or equally important person like Posh wore on a night out. And the plots of soap operas, which they confuse with real life.

I assume that support is provided in different times depending on need, right up to the day of the trial when Victim Support help them there too (I know that actually as my Mum is a victim support volunteer and does exactly that)

There are examples quoted in the paper everyday. Lazy journalists make a living by just regurgitating what some eejit say on Twitter. The trouble is you say something tongue in cheek on here and someone takes it seriously and goes into a Twitter type meltdown. The trouble is a lot of the internet, which can be a force for increasing knowledge too often descends to the lowest common denominator.
