You're doing Walter a disservice. He was dissociated from the real world but was constantly pursuing heroic and romantic ideals. He didn't spend his time trying to annoy his neighbours with incoherent and unsolicited communications

I was going to suggest Lord Haw Haw as an alternative, but apart from being overly sinister compared to our mackem friend, he was also known for his impeccable English

Hard to think where in the world of literature you could find a comparable example really. The thing about writers is that, having an understanding of the way language goes together, they find it hard to put truly bad phrasing together even when they're portraying an illiterate
