Surely depends on the context though? As Sam points out some use to liken a person a mongrel mutt, some used it to describe a dozy dickhead, and then some unfortunately use it to liken them to a person with downs syndrome. Probably a lot more. I mean the term mong out is used a lot in reference to drug taking, I can't imagine they are actively thinking about people with downs syndrome.
