I think you could still do a 6 month loan as it was always classed as a 'permanent' transfer.
In fact you could probably still do a 'temporary' short term loan for a month or so as long as it was done within the transfer window.
Doubt we'd land him (Bony) he plays a fair bit for their first team. It'd be like trying to get Rashford or Origi.
Bony, Navas, Nasri, etc. would still qualify as fringe for City and would be looking to be loaned out.

I think the loan now has to be transfer window to window or full season? I don't think month to month can be done and the emergency recall option has been removed. Players can only be recalled once the window re-opens.

That 7m is including wages. He's on 140k a week. 5m of that would be wages.You're probably right to be honest, thinking about it, for only 6-months (actually 4-months or 5-months and 2 days or whatever it works out to be) it'd be a lot less than that. Which only helps the argument that we could afford it.
But yes for season long loans you do often get up towards 6/7/8m for loan fees.
