Ideally, he goes out and spots a gem for us to sign on the cheap, which he then recommends to the manager.

Though even more ideally, we'd have kept Steve Walsh as Head Of Recruitment, as he's in a completely different class when it comes to finding players.

^this. A scouts job is simply to find the players. They can recommended them and provide reports and even make enquiries about availability, but they have no control over actually signing the player. In our case that's Ehab, or in other clubs cases the manager or DoF does it.

It becomes clearer by the day that we've "done a Barmby" on Bruce - tell him there's no money, he gets miffed and angry towards the owners, lashes lout in the media and he either has to quit or be sacked. None of us thought Bruce would take the job or have any money to spend, so expect our new manager to fork out £10m plus on a player within a fortnight.

And after recommending said player, the manager would go see for himself.
