That's a league rule, it doesn't apply in cup games, but we do need their permission to play him and they won't give it.

Seems a strange rule. It's a hell of a conflict of interest to put on the shoulders of a player. Open to abuse by parent clubs.
It's not a league rule, Oilyvagina and Tony G played for Cardiff and ourselves respectively whilst on loan. It's just something clubs insist on, although FIFA claimed it isn't within the laws to do so when Chelsea tried that trick with Athletico over Courtois.
Just the league, but we'd need permission from Arsenal for them to play and they won't give it (We wouldn't want them playing against their parent club anyway).
