He went down too easy but was held back in penalty area. That's usually a penalty (depending on ref).

From a set piece would be allowed but from open play usually isn't.

Not sure why players get away with more from set pieces.

 

It was a foul though. Very soft but you can't grab people in the box and stop their momentum.
