Think I am missing something here. I thought a club had to have permission from the other one to talk to the player. So one of two things have happpened. Spurs have made an illegal approach and agreed terms with Morgan or Saints have allowed them to speak to him and then said no. If Morgan was never going to be sold why would they allow discussions?
If it's the latter then I can understand his reaction, the former? Then lets take Spurs on for illegally tapping up.
Even if it's the former: the dirty little secret is that everyone engages in tapping up. There was an article written by an agent (can't remember who) who stated that in most cases, teams contact agents to determine whether their client would be amenable -- and start working on terms -- before they even contact the club. So we're unlikely to take on Spurs, lest other teams take on us for the same.
