    They extrapolate the ratio of Yes and Nos.

    If it's 50% No, 35% Yes, 15% don't know - they add 50 + 35 = 85.

    (50 / 85) * 100 = 58.82% No
    (35 / 85) * 100 = 41.18% Yes
