I'm not sure that previous decades were so non-PC; it's more of a case that racism, intended or not, was so deeply embedded in British society that remarks such as 'chinky' or whatever were complete the norm and thoroughly acceptable.
Flyer might love the fact that racist thoughts didn't creep into Roy's brain when he made the remark, and they probably didn't; but this only goes to show that certain throught patterns and cultural stereotypes that were once 'normal' and acceptable are no longer - and for good reason. That Roy apologised shows this.
