If Suarez is still with Liverpool at the beginning of the season there is little room for maneuver for him. He would have to get his acts together.
All the talk of Suarez and World Cup is a bit silly. It's not as if he's an average footballer in and out of the team. He's one of there best players in the squad, they will take him whatever the circumstance, and he would know that. Suarez loves football, when his ban is over he will play like nothing has changed.
There is no Guarantees that Uruguay are going to be at the world cup anyway they are struggling a bit and 3 of there last 4 games are against the top 3 teams in the group.
I'm sure Suarez's lawyers will have informed him that there is little or no point in handing in a written transfer request. Suarez signed a new contract less than 1 year ago. Therefore the possibility of buying yourself out does not apply. Add to that the logistics element that Henry has outlined and you have very little likelihood of success. Just to top that off, any judgement against LFC would be likely to be appealed to the CAS as the 'law' is rather unclear.

I said yesterday a season long loan to a CL club would be win-win, he gets what he wants and the fans don't have to engage with him at all. But .... we need Coutinho and Aspas to keep playing like they have in pre-season. Opta showed we would have been in 7th without Suarez' goals [still find that hard to believe] - we're not going to get any penalties with him and wouldn't be surprised at a few sendings off this season.
I don't think purely playing in the champions league is what he wants (Im sure he would be more than happy to play for Monaco), and why should we indulge him if it is. He's either sold or he plays for us, I see no upside for loaning him out.

I'd imagine they'll force an apology out of Suarez and give him a mild punishment if he were to stay. Despite everything, if you have a player of Suarez's quality then the management will find a way to be able to play him, as it would be extremely difficult not to. Suarez said recently that he'll continue to fight for the shirt, whether this was said to cover his ass or not he does seem like the person who'd get his head down and player rather than sulking. Of course with that said, I still expect a few more twists. And besides, I don't trust Suarez to do anything so it's just a case of wait and see.
Suarez suitors are likely to look beyond his footballing abilities; what Suarez do not realise is the risk of buying him. If he constantly misses games (apart from injuries and suspensions) he is not going to be good investment. Suarez should look at the mirror and make right what is wrong in him. Not many clubs would treat him better than Liverpool.
