With the boards help, yes. If we didn't have the committee in place then I'd be inclined to agree with you on the fact that we'd likely end up spending the £50m on such ****, there's only one way to find out, give us the £50m for Suarez and we'll see what we spend it on.

I'd guess that BR needs their backing to be able to sign anyone but he has the final say on any transfer activity; ie if says yes then it could happen, if he says no then it doesn't.

M'Vila mk.2 it seems. Everyone raves about him but it turns out managers and scouts feel differently. If Toulouse are happy getting £9m for him then it speaks volumes also.
Wanyama was the same. Wenger gets berated for not signing these guys but it has to be conceded that he and his team of scouts know far more about (and are better trained at assessing) these guys than we can hope to be. That's not to say they don;t make mistakes from time to time.
