"Rooney could be an interesting player for everybody in the world, who would turn him down?" Wenger told Al Jazeera.
"David Moyes' first challenge is to go in to Manchester and bridge the gap between him and Rooney. If that is feasible or not depends on his personality and if Rooney bears a grudge or not, we will see.

Vela seems to have bulked up a bit and is more mature in front of goal. I see he got over his ridiculous "chip the goalkeeper at every attempt" way of finishing too. Better than Gervinho, though still not the quality we're all wanting to see. Would he keep Pod out of the team? Doubt it. Arsenal defender Bacary Sagna confirms he is in talks to extend his contract, but has not ruled out a return to France in the future.
Sagna, 30, is entering the final season of his current deal, with Paris St-Germain and Monaco said to be monitoring the situation.
Speaking to L'Equipe, Sagna said: "There are talks but I still haven't extended my contract. I am talking, and I am not at a bad club either.
When asked whether he could return to play in France, Sagna, who is currently on international duty, added: "It is possible."
