If that £3.5 Mil buyout clause is true, then yes. He would be worth the risk at that price and he already plays in the PL and probably does not even need to move houses.

If SJW says this guy is reliable, i'd trust him. 30 million for Cavani is a bit cheap though, especially when Citeh and Chelsea are in the mix. Maybe Lewandowski or Soldado?
