Since he was penalized during the race, I don't think they can come back and hit him with a second punishment though.
It was a problem that was evident when he first got into f1 three years back as Piquet's replacement. I remember him taking Button and Hamilton clean out on the first lap in Belgium 2009. There and then I made my mind up about him. Yes he has raw speed, but that is worth absolutely nothing if you are a danger on the road. It's got to the point where I feel sorry for him. The mistakes are so obvious but still nothing has changed. I remember Yuji Ide had his super license taken from him back in 2006 for arguably much less.
It's got to be a super license issue here I think now.

Not at all. True talent doesn't make mistakes even at that stage in their career. That half season or so he endured in 2009 was a horror show. Not narrow minded at all and I suggest you go back to watching replays of that season...if you were watching by then of course because you clearly don't remember it.

I'll answer the highlighted points seperately.
1. Did you see Vettel in the first half of 2008? He was horrible, kept smashing into people and didn't finish many races. He's set to become the youngest ever triple world champion. He obviously improved.
2. Yes, i know Grosjean was terrible in 2009, but he was thrown in at the deep end then. He proved a few times this season that if he can get through the 1st lap, he's actually a pretty good driver.
Ridiculous thing to say, I can't think of a single driver who hasn't made stupid mistakes, particularly early in their career. Schumacher's inexplicably ploughed a couple of people out of races this year and he's a seven time world champion with 300 grands prix under his belt.
Using Vettel is a ridiculous example. He legitimately got himself into overtaking positions even if he never successfully completed them and the ratio of his accidents was NOTHING compared to Grosjean.
