Right, and I'm saying that the risk is higher in some transfers than others.
Only if they have previous injury trouble or bad mentalities. Any player with no impacting conditions will have roughly the same amount of risk as it is impossible to judge how well a player will settle.
For example, a player like Owen Hargreaves would be a very high risk transfer, due to his injury problems.
But a player like Billy Sharp, with no consistent injury trouble, and a player like Tadanari Lee, with no consistent injury trouble, settled at different rates, and the Japanese international settled far quicker and produced top-notch performances far faster than Billy Sharp. I assume you would have predicted Billy to be a transfer with far less risk, however it didn't work like that.
What I'm saying is, you cannot say a player is high risk simply due to where he has played, or is playing, or his nationality. It isn't predictable and isn't consistent.
