There were 3 penalties not given to Arsenal
1) on Saka - there is debate over it but the fact is that Saka was just about to sweep the ball into the net and the defender just placed his foot between the ball and Saka's motion to strike the ball.
2) clear and deliberate hand ball - Burnley defender moved his hand toward the ball in order to stop Saka's pass going through to Odegaard. replays showed the moved ment of the hand TO the ball clearly.
3) the most obvious of all - the goal keeper foul on Gyokeres. Gyokeres gets the ball first, keeper doesn't get the ball at all and bundles Gyokeres over, hooking his leg.
Seen all 3 of those incidents given regularly and far more often than not.
So a focus on the Havertz foul and whether it was strong enough to warrant red card is rather myopic.

The Saka incident was actually a superb piece of defending and literally the only thing a defender can do in that situation without conceding a penalty. Your own fans agree with this.
I can't comment on the other two incidents as I'd already gone outside to watch the grass grow in my garden, a comparatively riveting experience.

The Saka one wasn't a pen. Saka kicked the defender's calf, who had every right to be where he was to get to the ball.
I didn't see the handball one again
The keeper's foul on Gyokeres was close, but I think the keeper just gets a toe to it before Gyokeres does
He didn't get the ball - he literally just stuck his foot right in the path of Saka's leg which was already swinging to put it in the net..
Keeper did not get a toe to the ball in the Gyokeres incident.
On the handball - the defender made a clear motion towards the ball to block the through pass.
ALL were fairly clear pens in my view - and most of the time they are given.

All 3 are given more often than not - far more often.
I said this before - if a player knocks the ball past a defender, getting their first, and is on the move... you are effectively saying the defender can just stick his leg out to block the run so the attacker runs into it.
That has NEVER been the case in football - and there is no difference as to whether you are running through on goal as an attacker OR in the motion of striking the ball.
It doesn't matter how many times you've said it. It's still wrong.

The 'handball' was when we were on the attack, Havertz played it into Saka and Saka tried to flick it around the corner to the onrushing attacking player (can't remember if it was Trossard or Odegaard). The ball hit Tuanzebe's arm, but his arm was close to his side and he was so close to the ball, that there's nothing he could have done to move his arm out the way.The Saka one wasn't a pen.
