The window is just irrelevant really isn't it? Since we know there's no games and it will open again before there are. We've probably signed him today and he's technically not registered until the window opens, but as that's completely academic we can just consider him signed.

I don't think you've understood plts point.You can’t sign a player during the closed window, you can sign a free agent and also agree a deal in principle, so if he was a free that is fine but if there is a fee then that deal would have had to be done before the 10th.
