They haven't 'stepped up', they've done exactly what Trump told them to do, after he clearly pointed out their failings to them at a meeting during his last term of office.
They also haven't increased spending, they've fudged the figures by including amounts like pension funds that were previously on some other accounting line.
Much of the increase in the purchase of hardware will be through trade with the US, as Britain and the EU have cut their manufacturing capabilities and energy security. They also have massive issues with recruitment, as people just aren't willing to let their kids die for these ****ers.
They'll likely get away with this bullshit as Trump will force peace, which will save them further embarrassment.
