100% yes. That's how treaties work. The countries are supposed to respect them even when the person in power changes. You'd expect NATO to come help if Britain were invaded by Russia wouldn't you? That treaty is even older. And FYI ... Yes Biden ought to have also been respecting that treaty and should have started sending US soldiers in as soon as Russia started a build up. Russia wouldn't have wanted a fight with the US. Russia and US both signed on to defend Ukraine.

If treaties only lasted until the leader left office they would be useless.
