Because they were coming from a league below initially, it wasn't sustained and over a longer period other clubs spent more.

Nobody has won anything using local talent from local areas alone since long before the moon landing though, so anyone pretending they've won anything without spending large sums of money is an Ostrich.

Remember before the rules when clubs took advantage of having the most money.
How did they get “the most money”.
In those days it was wealthy owners, which wasn’t exclusive to just them, commercial activities, which again wasn’t exclusive to them, or being able to put more bums on seats, Newcastle have had all of those, but in relative terms haven’t been successful. Why was that?

TV money and winning the big hands at the right time.Then pulling up the drawbridge after them.
 
Liverpools success mostly came from before Sky mate, so that’s just nonsense. As a 60 year old, I remember TV coverage of the old first division which was pretty much the Big Match <laugh>

Even Newcastle were fairly successful until TV money. You mentioned commercial growth and I answered the question.
