That's utter nonsense, in his first few seasons at Spurs, he was fantastic, his goal scoring rate was up with Lampard's for the highest goals scored from a midfield player and that's why he got 37 England caps. He's clearly had his issues and not really had a good time for getting on for five years now, but ahead of that he was way above your average Premier League player.
My memory's terrible - but I remember him being great. Just had a quick look - PFA Young Player of the Year two years running and in 2018, the Swiss based International Centre for Sports Studies rated him as the most expensive midfielder in the world. But apart from that, he was ****e.
