Ajara Textile In Georgia are the only significant football shirt manufacturer I'm aware of in Europe and they're fairly new.
Adidas, Umbro, Nike and Puma don't make any secret of where theirs are made and (other than a small amount in Georgia, they're all made in the Far East). Kappa are more cagey and I've no idea where they make theirs, but I'd put money on it not being France.

For what it's worth, Georgia isn't in Europe although for some reason it's often mistaken as being.
Edit: might have to take that back actually. Just went to Google to confirm what I thought I was pretty certain of but it seems to be far less definitive than I thought. Ignore me...

I'm certainly happy to accept that at least Joma and O'Neil's make some kits in Europe, but they're hardly 'the big European brands'.
Adidas and Puma are in a completely different league to the rest, at least as far as European brands are concerned.
Whenever I think of Kappa, I just remember when I was a kid & other kids wore kappa tracksuits & get called Kappa slappers. I seem to recall it was the start of a few fights.
In international terms, there's only Adidas and Puma in Europe that make the top ten sports brands (Reebok's on there, but it's not European any more).
