I don't think either York and Norwich are real cites. It might be that they've got a cathedral or summat!

Norwich was a city in 1049 before there was a Hull. York has had city status since before then.. York and Norwich were the largest two places outside London at he time of William The Conqueror’s invasion and remained so for a long time after. You don’t need a cathedral to be a city. And you don’t become a city because you have a cathedral.

Winchester was the biggest city outside of London at the time of the Norman Conquest, then York, Norwich and Lincoln.
