well not according to the the stuff PNP posted as that referred to
Save with the prior written consent of the Board shirt numbers shall commence with the number one and shall be allocated consecutively.
nowt about re assingning shirt numbers during season though personally i couldn't give a flying **** .

Probably why you accused them of bending the rules <laugh>
 
Having home made burgers.
2/3 beef steak mince 1/3 pork
Chopped garlic & finger chilli's, salt and paprika to season.

Made some relish too
Chopped red onion, baby toms and finger chilli's, lime juice and a dash of Worcester sawce, then some thai sweet chillli sauce to make it snazzy.

I do that quite often, quote a poster without actually looking who they are and if i get a reply just assume it's from the poster i quoted, must try to pay more attention <laugh>

Yes, for exceptional circumstances, which this isn't. It's utterly standard. Player wants a number that's already been used.
They've never done this for any other player. They're making an exception because it's Man Utd, like Mike Dean on the weekend.

Who have they refused?

I couldn't care less to be honest, changes nothing in the grand scheme of things

Nope. Once a player has an assigned number they can't change it:
"Before the commencement of each Season each Club shall allocate a different shirt number to each member of its first team squad.
A Club shall likewise allocate a shirt number to any Player joining its first team squad during the Season.
Save with the prior written consent of the Board shirt numbers shall commence with the number one and shall be allocated consecutively.
While he remains with the Club a Player will retain his shirt number throughout the Season for which it was allocated.
Upon a Player leaving a Club the shirt number allocated to him may be re-allocated."

Said player James has left the club, number 21 has been re-allocated to Cavani, and Number 7 is now free and been allocated to Ronaldo.
It doesn't say the re-allocated number has to go to a new signing.

The line above the one you’ve highlighted makes you wrong.

They had to ask for permission and it’s been granted as it’s all about marketing and cash.
