A footbridge, for pedestrians, who'd a thunk it? I guess they'll tolerate wheelchairs, even if they're excluded from the description.
As wheelchairs and mobility scooters are legally entitled to use pedestrian walkways, it's a moot point.
Words have meaning. Pedestrian stems from 'on foot' and 'foot'bridge and 'walk' ways are self explanatory.
I suppose introducing more accommodation into the City centre hopefully makes it more sustainable to support businesses etc.
