This is where I came on on this subject. It's better for authorities to calm down a situation rather than ramp it up. That's what UK authorities would have done. Of course, as Col has pointed out, there is a moment when a line is crossed and the state has to use lethal force. It's just a question whether, when that young woman climbed through a window, while surrounded by cops and security men, and was shot without a final warning, that point had been reached.
If I were that security guy, I would have shot her too, I wouldn't have waited to ask her intentions. That's their job.
Maybe it's the woman who should have done a risk assesment first, prior to breaking into a government building!
