Other than being very frugal and keep ticking over they don't seem to have a plan to develop players or advance themselves as a club.

Aarons - came thru their youth team
Cantwell - came thru their youth team
so their development of players certainly seems fine .
Philosophy is probably as straightforward as keep the club solvent whilst doing as much as possible on the pitch to never jeopardise the first .

No way was anyone going to spend £100m+ on a single player this summer. ManU were clearly trying some Barca/Real tactics of declaring they've made bids in order to unsettle a player in the hopes he'd hand in a transfer request and get Sancho at a knock down price.
