Having worked in Local Government if you can actually get to the point you're included on a list of tendering contractors you will have spent massively to just achieve that. I was always amused when lists of approved contractors were issued and one of my friends who worked in the council's solicitors office would take great delight in revealing how many of these companies shared directors. 'A corporate cartel' was his description and I doubt much has changed. Other companies that miss out on 'biggies' just don't complain, they're part of the game and the whole of the problem...
Dishonesty......another word for corruption. I and many others believe the government is being dishonest as per its behaviour.....like, as pointed out, you and I believe the EU are corrupt (not breaking any law but being dishonest per its behaviour)
