Apparently the transfer ban only applied to players who they wanted to bring in, but loan players were exempt, so they were able to buy him. It isn't actually a transfer ban. It's a ban on registering new players. They can sign players but not play them (like Barca did) or buy players they had on loan before said loan expires (and therefore already registered).
Chelsea only kept Kovacic because they couldn't get anyone else. He's bang average from what I've seen.
