IMO, it is absolutely ridiculous in the extreme that Redders – he is in the squad ahead of JM – he is a FAR better/skilful player and I don’t believe that Southampton is a more fashionable club than Leicester!!
I think this one has to be explained by the system England are playing. Since the World Cup, Southgate has England playing a 4-3-3 with 2 box-to-box CMs, and wingers.
Maddison is much more a #10 than the likes of Winks, Delph, Barkley and Alli - who have been favoured in those CM roles by England recently. For the majority of this season, Leicester played 4-2-3-1 and Maddison thrived in the same role he had at Norwich. It's a shame for him that that role doesn't exist in the England side at the moment. That said, under Brendan Rodgers you can see Leicester experimenting with a 4-1-4-1/4-3-3 formation, in which Maddison and Tielemans play a deeper, more box-to-box role. Maddison has looked very good in that role, but hasn't got significant experience of it yet. If England and Leicester keep playing the same way, I've no doubt he'll play his way into the England starting XI before the end of next season.
Redmond is an easier one - how many English wingers are there right now? Southgate has used Sterling, Rashford out wide (when he's better through the middle), Sancho, Lingard, Hudson-Odoi, and that's really it. There haven't been any other wingers in the England squad since the WC, I'm not even sure of another English, Premier League wide player who is being overlooked? Redmond has timed his run of form well, Hudson-Odoi is out injured, and there's few other options.
