So if, for example, a player gets sent off, as he trudges off, for whatever reason, he shouts abuse at a particular supporter. The supporter runs onto the pitch and dropkicks the player. Does the supporter gets a 10 month ban, instead of a life ban, because he was provoked?

Anyway, the fan will rightly get a life ban and probably a prison sentence to go with it. Birmingham should also get punished as he never should have got that far in the first place, especially in a local derby ffs. The fence idea is just silly and I don't agree with points deductions either. Just deal with the individual.
I don't think anyone is seriously advocating the return of fences, or if they are they need to give their head a wobble ffs.
